The requirements for the design of electronic publications regarding the goals and objectives of business-processes of enterprise electronic publishing have been reviewed. Characteristics of publications which use Web technologies have been shown. The task of choosing an effective electronic publication has been formulated. The ways of solving the task have been offered. The first method uses the formation of effective alternatives, the second one usesfor bring the problem with many criteria efficiency electronic publication of criteria to one and the third uses forforming of semi structuredtask for the system, when there is no possibility to establish quantitative assessment criteria and parameters between a test system using the analytic hierarchy. The feasibility of using a linguistic approach has been grounded during making strategic decisions on the assessment of the effectiveness of information system.
